Antarctic Treaty
The Antarctic Treaty was signed in 1959. It was one of the first multilateral environmental treaties forged. The Antarctic Treaty forbids military action on the continent. It also forbids the presence of nuclear weapons and the dumping of nuclear waste. A regime was created for scientific research. The Antarctic Treaty was signed by all states with interest in the region, which included the United States and Russia. Antarctica, which is not owned by anyone, is one of the few successful examples in cooperation of world states in regards to the environment.

Anarchy
It can be easy to confuse the meaning of Anarchy, because of the generalized and popular way in which the term Anarchy is used within society. Anarchy does not mean complete chaos in Politcial Science. The term Anarchy means the lack of a central controlling government that can set aand enforce rules. The Realist believes that the world is in a state of Anarchy.
The way the current world community works creates an environement of Anarchy, because no one state or entity has complete control. Most believe that only a world government can end the state of Anarchy. Realists usually believe that the world can never escape Anarchy.
